Manhattan Strategy Group (MSG), a rapidly growing management and social sciences consulting firm, is seeking a Project Director to lead the successful implementation of the National Clearinghouse for English Language Acquisition and Language Instruction Educational Programs (NCELA) through a contract with the U.S. Department of Education, Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students (OELA). This position is contingent upon contract award. MSG provides consulting services to the federal government in the following areas: 1) Research & Evaluation, 2) Information & Communications, 3) Management & Technology, and 4) Technical Assistance and Training. Our federal clients include the U.S. Departments of Agriculture, Education, Health and Human Services, Housing and Urban Development, Labor, and the Treasury and the National Science Foundation, among others. This position is full-time and located in the Washington, DC area. Travel to the client will be required, and some travel within the United States may be necessary.
Lead the successful implementation of a federal contract that oversees the enhancement of a national online clearinghouse that collects, analyzes, synthesizes, and disseminates information about language instruction educational programs for English learners (EL). Working closely with an assigned project manager, the project director (PD) will:
Maintain fidelity to the contract and execute deliverables on-time and on-budget;
Coordinate with and report to Federal staff and leadership;
Coordinate with and report to MSG leadership; and
Oversee a dedicated project team, subcontractors, and consultants.
Oversee the IT team to ensure successful management of the website and knowledge management system which includes continuous improvements to the website and communicating improvements to the client.
Manage the execution of conferences and events. This will include working with experienced meeting planners on logistics and with communication specialists to promote these and related events.
Lead the development of technical assistance events (e.g., listening and professional development sessions, webinars, YouTube videos, etc.) that focus on policy and/or practice in EL programs and services that targets SEA and LEA personnel. The PD will help identify and work with subject matter experts (SMEs) as needed to assist in crafting and delivering these events.
Provide editorial leadership in the development of papers, circulars, fact sheets, toolkits, and digital media content.
Prepare the Title III Biennial Report to Congress.
Oversee the delivery of virtual technical assistance via webinars to grantees. This includes the development of a technical assistance plan and management of the SMEs contributing to content and delivery.
Minimum of 15 years of relevant experience in the field of English Language Acquisition research, policy, and/or
Ph.D. degree or pursuing a Ph.D. degree in TESOL, Applied Linguistics, or related field
Expertise in EL program policy at the local, state and federal levels.
A strong understanding of language instruction educational programs for ELs, research related to the education of ELs, and EL-related accountability systems,
Knowledge of Title III and the needs of Title III grantees is desired.
Experience in managing projects and teams.
An understanding of and comfort level using IT functions that will comprise the clearinghouse (i.e., website functionality, instructional management systems, online communities, and e-learning tools).
Excellent research, writing, and oral communication skills.
Oversee the implementation of the project’s quality control plan, facilitate quarterly meetings, and will prepare reports for Congress.
