Position Description The Seattle Department of Education & Early Learning's mission is to ensure that all Seattle children have the greatest opportunity to succeed in school and in life and to graduate from school ready for college and a career. To make sure every child realizes this goal, we must provide access to high-quality early education to our city's youngest learners, which is why Seattle has created the Seattle Preschool Program, which is a pilot program that aims to create a universal prekindergarten education. To ensure that all of Seattle's families have access to this program, we need an organized, dedicated, and thoughtful Preschool Enrollment Coordinator who can ensure that families have the knowledge, benefits, and support they need to enroll their children in pre-kindergarten education.
You will have the opportunity to work directly with communities and families to promote the City's Pre-Kindergarten programs, including Seattle Preschool, Step Ahead and ECEAP (Early Childhood Education and Assistance Program). You'll provide eligibility and enrollment training to community-based agencies and early learning providers so they can support families in the application process. In addition, you'll work directly with families of preschool-age children to educate them about the Pre-K opportunities available to them, as well as program guidelines, eligibility requirements, and terms of program enrollment. You'll also assist families through the application process and use your extensive knowledge of local programs to refer families to services in the community that will support all of their needs. You will also work with other Early Learning Division members to make program and policy suggestions and answer questions about recruitment, eligibility, and enrollment.
Job Responsibilities Do you want to be part of this program? Here's what you'll be doing:
Recruitment: • Analyzing community assessment information and facilitating planning efforts, recruitment efforts, and enrollment guidelines • Designing and implementing an outreach and marketing plan to reach specific populations the new Early Learning Network (ELN) intends to serve • Distributing brochures, posters and flyers in focused neighborhoods and communities to promote the ELN Pre-K programs, including Head Start and ECEAP programs • Attending community meetings and events to distribute materials and talk to prospective families
Screening: • Talking with parents and guardians of preschool age children about the Pre-K opportunities available • Screening for initial eligibility for these programs and helping families complete the steps to apply • Helping families learn how to choose a program that best suits their child's and family's needs • Assessing families' needs for additional support and facilitating application to appropriate benefit programs and social services • For identified needs not addressed by one of these benefit programs, providing appropriate information and facilitating referrals to programs and services within the community • Sensitively responding to needs of English language learners by arranging interpretive services, or using own knowledge of second language, when appropriate
Enrollment: • Supporting providers and families during the enrollment process• Collaborating with intake representatives to finalize all enrollment materials and verification • Finalizing all enrollment requirements for Head Start and ECEAP programs in SPP classrooms • Maintaining accurate records in our new database and updating our online information to support families in completing program requirements • Developing, coordinating, and providing eligibility and enrollment training to community based agencies and ELN providers so that they can support families in their application process
On-Site Review: • Providing on-site file review of applications and supporting documentation at ELN sites for Pre-K enrollments • Providing follow-up as needed to ensure eligibility guideline compliance
Monitoring: • Updating eligibility periodically and make changes as necessary in subsidy authorization, including regarding siblings enrolled in the regular child care subsidy program • Ensuring case records are up to date and complete • Reviewing Exception-to-Policy requests, make recommendations to supervisor and preparing correspondence regarding decision • Discussing problem solving strategies with parents and guardians or child care providers when issues arise regarding care, payment, etcetera
Program Oversight: • Evaluating and monitoring all aspects of outreach, recruitment and enrollment systems • Maintaining enrollment database, including the provision of data analysis and development of reports to ensure that ELN programs are meeting enrollment targets • Providing program and policy suggestions to the EL Operations Manager and the rest of the EL Division regarding recruitment, eligibility, and enrollment
Qualifications In addition to the ability to perform the responsibilities described above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class):
• A Bachelor's degree in Human Services, Social Science, Human Development, Public Administration, or a related field • 1 year of experience in human service administration, service delivery, community organizing, contract administration, or related experience • A current Washington State Driver's License
Desired Qualifications: • 1 year of experience with preschool enrollment database systems such as Child Plus or ELMS • 1 year of experience providing family support services in Head Start or ECEAP • Written and oral fluency in another language besides English (preferably Spanish or Somali)
