SUMMARY: Serve as part of the Learning Services team whose primary responsibilities are to support schools in providing exemplary English Language Development Services as part of a Competency Based System; Responsible for providing vision, management and leadership for the district’s English Language Learner (ELL) programs. Includes field work with principals and teachers to support implementation of effective practices for ELLs, cross-functional collaboration across Learning Services Divisions and other Departments to ensure broad understanding and ownership of effective practice for ELL students. Responsible for interpreting and administering all local, state and federal statutes, rules, policies and administrative directions pertaining to English Language Learner programs and managing budget across multiple funding sources
*Advancing the District mission and vision of a Competency Based System in conjunction with the Vision 2020 Strategic Plan
*Leading, coordinating and monitoring all activities of the Culturally and Linguistically Diverse Division ensuring adherence to all Federal, State and District policies, practices and legislated mandates for English Language Learners (ELLs)
*Implementing all the tenets and practices of a Competency Based System in a systemic and aligned manner that is consistent and maintains fidelity within and across all schools
*Developing, implementing and monitoring action plans as part of the District and School Unified Improvement Planning processes for the Culturally and Linguistically Diverse Division and communicate same to all stakeholders
*Coordinating approved identification and reporting processes for ELLs, per State policy
*Supporting evidence-based instructional practices for all Westminster Public School staff regarding English Language Learners (ELLs)
*Evaluating program effectiveness for ELLs
*Coordinating District level professional development opportunities for administrators, teaching staff and parents
*Support schools in the implementation of English Language Development strategies in the regular classroom
*Collaborating with Instructional Coaches and Interventionists on integrating techniques supporting ELL students for “targeted” and/or “intensive” intervention services
*Participating actively on the Blended Services Planning Team and support the Interventionist Framework to increase student outcomes.
*Directly supervising Coordinators, Ancillary staff and Community Education Specialists, including performance feedback to Principals of their assigned Culturally and Linguistically Diverse (CLD) staff members
*Ensuring attainment of budgetary priorities and initiatives within the Division in addition to adhering to financial procedures and maintaining accurate records
*Determining staffing and staff-assignments
*Maintaining accurate and up to date student information on ELLs within the District database systems
*Supervising and leading curriculum development in English Language Acquisition, Transitional Bilingual and World Language
*Other duties as assigned by the Chief Education Officer
